Ali Khayrallah

Ali Khayrallah has been with Ericsson in various research positions, presently in Santa Clara, CA, where he leads a team shaping future wireless technology, and earlier in Research Triangle Park, NC. His current focus is on 6G, and he has contributed to the development of 5G, 4G, 3G, Bluetooth, mobile satellite etc. Previously, he was on the faculty of the University of Delaware. He received a Ph.D. and an M.S. from the University of Michigan, Ann Arbor, and a B.Eng. from the American University of Beirut. He holds 100+ patents and received the Ericsson inventor of the year award. Ali finds great purpose in taking basic research ideas and reducing them to practice.

Mr. Stehlin joined TIA in September 2019. He brings more than 30 years of experience leading the development and implementation of key business and technology strategies in the telecommunications industry. Most recently, Mr. Stehlin was the General Manager of Spirent Communications’ (SPT: L) Lifecycle Service Assurance business segment focusing on creating and providing innovative testing and analysis solutions for advanced telecommunications systems and network around the globe.

Prior to starting his career in the ICT industry, Dave was a Captain in the U.S. Marine Corps.

Bringing a wealth of enforcement experience to the Commission, Commissioner Starks advocates for consumer protection and accountability, particularly in managing the Universal Service Fund. Before he was appointed Commissioner, Starks helped lead the FCC’s Enforcement Bureau, handling a wide variety of complex investigations. At the Department of Justice, he served as a senior advisor to the Deputy Attorney General on a variety of domestic and international law enforcement matters and received the Attorney General’s Award for Exceptional Service—the highest honor award a DOJ employee can receive.

He is a Rapporteur of the ITU-T IPR ad hoc group, Chair of the TIA Standards and IP Policy Committee, and active in ANSI policy committees, and was a member of the IEEE-SA Standards Board for many years. He holds a Sc.D. in materials science and a B.S. in physics, both from the Massachusetts Institute of Technology.

Jaisha Wray

Jaisha Wray is the Associate Administrator for International Affairs at the Department of Commerce’s National Telecommunications and Information Administration (NTIA). In this role, she formulates telecommunications and information policies and promotes these policies in international fora.

Previously, she was the Director for International Cyber Policy in the Cybersecurity Directorate of the National Security Council where she was responsible for drafting and implementing the U.S. strategy on 5G technology as well as enhancing international cybersecurity cooperation with a wide range of partners and allies.

Ken Koffman

Ken is Senior VP of Standards and Technology, responsible for assuring that all our communities add value for our members and participants. His team oversees the process as well as execution of standards at TIA in addition to TIA QuEST Forum.

Ken Koffman is a customer-focused results-oriented executive with an excellent technical background and over 35 years of Telecom management experience. As the Quality Officer at multiple large international high-tech companies (including Siemens, BigBand Networks, and JDSU/Viavi), Ken oversaw the creation and optimization of all corporate key processes and the measurement system that drives continual improvement and maximizes customer satisfaction.

Ken also has had several diverse management responsibilities, covering all aspects of complex product development and support – from systems architecture to 7×24 Service. He oversaw strategic planning, balanced score card design, and QMS implementation, while serving QuEST Forum as an SME and team leader.

Ken is a charter member of QuEST Forum, an author of both TL 9000 handbooks, and an acknowledged industry expert. He has served on their Board of Directors for over 10 years. He is currently the TIA QuEST Forum’s Board liaison and an active participant in the Oversight & IGQ Workgroups and Board champion for the Performance Data Report improvements initiative.

Sudhi has worked in the US, Europe, and Asia; he currently lives in Mumbai, India and holds a bachelor’s degree in Engineering from Jadavpur University, India.

TJ Fox is SVP of Industrial IoT and Automotive for Verizon Business, responsible for catalyzing Verizon’s growth in the burgeoning connected vehicle and industrial device and equipment markets. He oversees all business development, commercial modeling, and cross-functional efforts for Verizon’s IoT and connected auto activities across multiple industries and business sectors. TJ is a 28-year V-Teamer with a proven track record of driving growth, especially in new or high-priority segments.

Fox previously served as SVP and President of Verizon Business Markets, leading 5,000 sales professionals dedicated to selling wireless and wireline solutions to small and medium businesses in the U.S., contributing to an annual revenue of $12B. In year one under the new operating structure, the combined teams drove sales and increased revenue year over year by 6%.

In the course of his Verizon tenure, Fox has served many different areas of the business, including Retail and Business sales, Telesales, US Operations, US Customer Service Operations and Verizon Enterprise Solutions. He has held several senior executive-level national and field operations roles, including SVP of the Wireless Business Group, SVP of National Operations for Verizon Wireless, and President of the Illinois/Wisconsin region of Verizon Wireless.

Fox has been named a Crain’s Chicago “40 under 40” award winner and a seven-time recipient of Verizon President’s Cabinet award, the highest honor that a Verizon sales professional and leader can attain. He served as a board member on the Chicagoland Chamber of Commerce and currently sits on the Leadership Council for Prevent Child Abuse America (PCAA).

Fox lives in northern New Jersey with his wife and two children. He is a native of Annapolis, Maryland and earned his bachelor’s degree at Virginia Tech.

Tolis Papathanassiou is a Senior Principal Engineer with the Next Generation and Standards (NGS) organization of Intel’s Chief Strategy Office (CSO), and he is responsible for 4G/5G PHY and MAC standardization activities in 3GPP. He recently served for more than two years as the 5G Automotive Association (5GAA) Working Group 4 (Standards and Spectrum) Chairman and Wireless World Research Forum (WWRF) Steering Board member. He is currently serving as Telecommunications Industry Association (TIA) and OnGo (CBRS) Alliance Board member. He has 50+ scientific contributions to international journals, conferences, and books since 1996, more than 40+ awarded patents in 3G (TDSCDMA and WCDMA), 4G (WiMAX, LTE), 5G and Wi-Fi (IEEE 802.11a/g/n) wireless communications systems since 1998, and more than 200 contributions to wireless standardization bodies such as 3GPP, IEEE 802.11, IEEE 802.16, and WiMAX Forum since 1999. Previously at Intel, he led multiple standardization efforts in ITU-R and IEEE 802.16/WiMAX Forum. Before joining Intel, Tolis worked on multiple-antenna PHY/MAC techniques and algorithms for 3G, Wi-Fi, and satellite systems.

He has a highly distinguished and diverse career as a leader—spanning large company, entrepreneurial small company, U.S. government, non-profit and other public-sector settings. During his 28 years at Lubrizol Corporation, he served in senior executive roles in R&D, strategy, M&A, new ventures, intellectual property, and technology transfer. He served at the National Renewable Energy Laboratory and Brookhaven National Lab, as CTO of Clean Diesel Technologies, Inc., and founder and CEO of a series of start-up companies. He is a fellow of the National Academy of Inventors.
